The first form of 'government' was that of pecking-order by generally warm-blooded animals. Beyond that, it is the deliberative capability of hominids with which anything of a further and eventually true government can be identified. 'In the nature of deliberative capability' however, unlike the relatively limited cerebration of 'lesser warm-bloodeds', man develops a continuously growing encompass of configuration-space properties out of new-to-the-organism experience -the inherent institutionalization of which identifies dirigiste heurism as inevitable form of government.
There are four parts to this essay: the immediately following (1) Introduction on the nature of this endeavor and (2) Evolutionary Framework Factors(*w) and 'the matter of validity and energy expenditure' -a discussion of (a) our evolution and the etiology of our present human-being and (b) how, inevitably, we are destined to meet 'sustainable resource use'; (3 -link) Issues and Variables of evolving society and civilization, what we now know about ourselves and our 'configuration space' (from Parts 1 and 2) that will have to be assimilated as 'government and economic policy', and (4 -'work in progress') the 'construction' of Heuristic Government and Economic Policy -mechanisms 'optimizing those inevitable issues and variables in that evolutionally destined framework'.

*3 - Re 'a democracy of nations' et cetera-
We are, first, individuals investing essentially quotidian, more or less 'autonomously personal' spaces in a hierarchy -generally pecking-ordered up, of cultural, societal, political and eventually governmental 'state' structures. 'Above' that however, and critically important, is the autonomy of individual nations of the world in that the mentality of each such is very much that of the still primitively-pecking-ordered human individual -therein, 'a democracy of ignorant nations. *4 -deliberative capability: a generally human property identifying '(a machine that goes by itself) potential for discovery increasing noetic aspects of the configuration space -evolving and/or increasing his knowledge -physical in particular, but intrinsically relational'. -This is, notably, one of the basic properties 'kernel' to hominid evolution, especially as eventually manifest in reificational process -'deliberating some particular heuristic process', for example-
-and, regarding progression-
It is the 'statistically reliable usefulness of explanation attaching a perceived phenomenon' (eg conjuring 'spirit' in fire, and 'soul' to inhabit live bodies but not dead) that constitutes and promotes progression -'knowledge, however erroneous in fine'- and it is progression in turn that operates to increase the integrity of 'knowledge'. Progression here means generally continuing evolutionary process reflecting natural-selection, 'survival-of-the-fittest and pecking-order' with or without apparent genetic mutation, but even as may be influenced or modified by 'heritage' of some kind -primitive tools and techniques onward into eventually civilizational advances thru technology and science.

As to the use and/or meaning of 'the nature and course of human evolution' versus 'progression', this depends on time-frame applicability: 'organism-whole anthropological/evolutionary' as phenomenologically different from (versus) 'societal/civilizational' -the two, otherwise, 'texturally' one-and-the-same in 'continuing investment of the configuration space'.
*5 - aristocratization (and viability) -meant here in complete distinction (and repudiation) of its classical, socio/political definition is an evolutionary property based in biology and anthropology: the evolutionary process by which ... mankind's speciation and continuing progression has generally been manifest as successively higher-orders of deliberative capability -essentially of 'increasing phenomenology and decreasing noumenalism'. The supercessions of mankind -one genus or strain of hominids by another, false starts and dead branches included, is characterizable as an 'aristocratization' in that each such hominid is 'increasing-potentially capable of manifesting a more phenomenologically knowledgeable viability ... -a more sophisticated life-style-and-quality. In this respect, 'aristocratization' naturally entails 'an optimization of its physiological constitution and viability under what the system can bear' as, ultimately, an only way of 'optimizing life-style-and-quality'. -Thus despite having no way of knowing how life-style-and-quality might be 'better constituted' than thru (present example) 'materiality', to some aristocratization it will forever be 'increasingly and heuristically determined by knowledge -and what materiality develops from that'. *6 - In complete misfurthering of Darwin's 'natural selection', Herbert Spencer argued ('social Darwinism') that social, financial, intellectual, ethnic, religious or other such 'success' did, de_facto, constitute 'natural selection'. Darwin stated, rather, that natural selection was a general evolutionary process with respect to econiche dynamics. That a Hitler, for example, might have precipitated some kind of 'Spencerian success' has more to do with ignorance and 'human values' than with Darwin's natural selection.
*7 - The Base Domain of Human Requirements (appendix to Unemployment and Economic Policy) identifies 'base domain of human requirements' as it continues to evolve from that of a 'primitively cerebrative vertebrate' to that of 'an intrinsically aristocratizing mankind' -the dynamic succession, essentially, of prohominid and hominid appurtenances developing out of 'configuration-space investment' and vital to mankind in that evolution and progression.
*8 - The beginnings of barter, a clearly 'deliberated' property, are easily identifiable in the very primitively cerebrated 'this banana for sexual favors' (and reverse) of apes -and an asexual 'this banana for that apple' inherently follows that. -Add pecking order, and LO! -we have government and economy! *9 - [All life-form] development comprises a succession of factors and mechanisms operating under various state-table subsets many of which are common to life in general. There is a primitive cerebration common to all vertebrates in that all have (varying in degree with genome complexity ... a facility for 'assimilating primitive econiche constituency and interrelationships into correspondingly primitive, more or less mechanically cerebratable patterns of response or affect'. All vertebrates, consequently, have something of a 'cold-blooded', basic and genetic or taxonomic personality (eg of fishes, lizard and snakes) reflected in how they respond (mechanically) to what is ('learnable' to be) 'edible', 'too high to reach', 'not my operational medium' et cetera -of little cerebration in relationals and consequently little influence of pecking-order in their viability and procreation. As to 'idlemind-time' in particular-
There is nothing 'naturally ready-and-present' to occupy 'the unoccupied mind' other than what experience has caused, precipitated or ... registrable and registered there... [T]he 'idle-mind state' is the state of potential occupation 'out' of which deliberative capability operates. It is thus, the physicality of circumstance, situation and the 'idlemind-state' in particular and alone that underlie the 'freedom of choice'... The 'idlemind state' in this respect, goes unappreciated for the fact of its transiency -that it is occupied immediately by anything from 'physiologically internal' to whatever situation circumstance happens to present... *f - Anthropological evidence of tool-making tells us that 'deliberable influence' was a property of many hominids very much earlier than Neanderthal, hominids who do not even appear to have been predecessors of ours.
*g - transportability, statisticality, phenomenology et cetera-
phenomenology is that of 'system particulars' [...], and it is transportable only if it has a representational or symbolic mapping '1-to-1 consistent and unambiguous the mapper's knowledge', that is, without hermeneutics of any kind. Phenomenology may include for example -and at all levels of abstraction, such property/concepts as finiteness and infinity, serial-and-cross-hierarchization (in the broadest sense), state-table and 'machine that goes by itself' mechanisms (next), and most importantly, statisticality to qualify the probabilistic interrelationships of all elements of the system and its space with each other for intrinsic incompleteness of 'axioms'. -Phenomenology, in other words, is either transportable or it is not phenomenology. *h - computerized stocktrading:
Purpose in 'earning one's keep' by computerized stocktrading is, quite simply, minimizing one's sustenance-related activity with the more 'esoteric' purpose of maximizing autocracy of life-style-and-quality -'having whatever time and money necessary to do what one feels like doing when he feels like doing it' -necessarily, therein, as little 'work' (clearly undesirable) possible. Whatever (stock) makes money, consequently, 'works', regardless of validity -'substance' irrelevant. Computerized stock-trading, in effect, is 'the highest form of classically aristocratic -and primitive, freeloading' -sucking on the system, but 'What the system, ultimately and only a matter of time, will not bear'. -And worse, this freeloader will do anything within law constraints (not uncommonly 'without') to secure and 'advance' that modus operandi/vivendi. *i - In April 1998, The Atlantic Monthly published EO Wilson's misnamed The Biological Basis of Morality where, contrary to what the title suggests -a validation of 'moral principles', essay substance is more properly that of The Biological Basis and Etiology of the Existence of Morality' -that is, preclusive of 'principles' (any) and their 'propriety'. This 'subtlety' is of the greatest importance in that it identifies the manifest preponderance of material lacking fundamental forensic integrity in human communication -dogged interminably, therefore, with 'further clarification'. *j - Fermat's Last Theorem provides an interesting example-
1 - Fermat 'inchoately perceiving the substance of his Last Theorem' was a distinctly new-to-human experience (configuration-space investment) -an observation (deliberative capability) that he had yet to 'assimilate and intellectualize' in some way before it became institutionalized as 'before-and-after-proof items of routine consideration' (next).
2 - 'Proving the theorem', on the other hand -despite the process being initially intellectual, was essentially 'non-new-to-human routine' in that it entailed only 'the right combination of mathematicians and time' -institutionalization largely encompassed by transportably specifiable evolutionary process and human physiology, anthropology et cetera.
*k - hominid-being: mankind ... 'essentially burdened by spiritual and other beliefs' as opposed to 'operating more or less heuristically out of the phenomenology discovered of his space'. (-from Arms Reduction and Global Reconstruction)
1 - The human organism is an evolutionary function of the physical properties of matter.
2 - Knowledge regarding 'the human phenomenon and things human' (then) is knowledge in the nature and constitution of the organism and its configuration space -the natural and physical sciences.
3 - 'The nature and course of human evolution and progression' (then) is a function of 'how' -self-reflexively, 'the human phenomenon and things human' develops and affects the ecological properties of that space -geological
4 - 'The nature and course of human evolution and progression' also depends then, on how that 'nature and course' is evaluated and manipulated with respect to, and as affects, the organism-whole in its continuation as an
evolving and progressing species -depends, that is, on the nature and constitution of 'things human', and the mechanisms and appurtenances thru which that and 'the human phenomenon' are manifest: (a) 'lifestyle and the quality of life', and (b)
government/economy thru which that is manifested.
5 - 'The nature and course of human evolution and progression' (then) is a dynamic function of how lifestyle-and-quality 'expression' affects and is permitted to affect geological time-frame thru affect on the
resource/environment -in which, further then, because genetic imperative must operate, deliberative capability cannot but be 'left' to operate in whatever extant constitution of resource/environment.
6 - In that (a) how the organism operates affects geological time-frame and (b) the organism has 'no choice but to successively optimize its viability therein' then, the organism also has 'no choice' but to successively subordinate 'the human phenomenon and things human' to '(best) sustainable resource use' where that depends, dynamically and heuristically, only on how humanity incorporates that inevitability -genetic imperative the driver, organism viability the cause, and science the basis and agency of that inevitable dirigiste heurism exhausting whatever geological time-frame it can maximize.
There is ('geological time-frame' -*l) a fixed-nature resource/environment which, in one part or another, 'this organism of deliberative capability' either (a) has as already used or (b) may opt to use. This constitutes two
domains of institutionalized resource/environment use -the, first, manifestly passive, and the second, actively manifesting. Mankind is destined, furthermore (genetic imperative), 'to optimize use in best well-being and
organism-whole viability' -which entails, therefore (a) an analysis and assimilation of 'how' that resource/environment has been used and (b) a validation (heuristic) of how it is to be used. In that there have been
expenditures or uses 'we can do little about' in this respect (sealed trash dumps and abandoned autos, for example -*m), the only matter of importance here is situations that 'we can do something about'. Their
institutionalization is identifiable then, as 'the production, distribution and consumption of goods and services' -and the substance of each is 'the nature and use of resource/environment as either passively or actively
(-continuing with individual resource/environment expenditure then-)
The second domain is that of the mental and physical activity that one is engaged in (or engages) -legal, illegal, and directly or indirectly et cetera, to 'assure' (a) existence and availability of passive material and (b) optable
time for expression -thus one works, begs or studies, for example, to 'assure (purchase?) taking care of things' in some way because if he does not he must either reduce the mass of 'passive material/substance to be kept optable' or he must
maintain it himself with accordingly reduced 'optable time for expression' -overall life-style-and-quality expression 'degrading' either way(*s) (-more of which below).
The importance of this distinction develops from how we use or abuse the resource/environment in meeting 'sustainable resource use': one can do nothing about 'manifestly existing passive material' -except perhaps to put it to 'more
efficient use', but mankind will indeed 'do something' about 'active' energy expenditure in the development of passive-domain material because genetic imperative commits us to the viability of an organism-whole regardless of what we think
or do -we will, that is, inevitably end-up determining validity of active energy expenditure in favor of that viability -'value' irrelevant, whether we like it or not(*t). Demographics will change, therefore, in
certain predictable ways as mankind progresses into 'dynamic econiche stability'; it is a matter, simply, of validating the existence of passive material before expending energy to make it manifest under 'inevitably diminishing cheap
natural resources and labor', a successively intellectual manipulation of successively intellectual material -dirigiste heurism(*u) in 'best well-being and viability for some least organism-whole subject
best-sustainable resource use' [-think about it].
*l - The influence of mankind on the resource/environment of his world-whole/econiche, as opposed to 'things we can do nothing about' -geological and climatic, is discussed in Global Warming and Other 'Geological Time-frame Factors of Economic Importance' (Economics Note 7).
*m - 'The nature and use of the resource/environment' encompasses 'sealed trash dumps and abandoned autos' nevertheless, by fact of 'potential' usefulness -the first for at least gas generation and the second for recoverable metals.
*n - Business of any kind (and therefore government or any 'purposeful enterprise') is such an agency in that (a) it has 'energy-expended resource/environment' about it (or it wouldn't exist), and (b) one has to actively 'expend energy' at the business (and the government, to 'collect taxes and govern') or its 'optable expression or purpose' ceases to exist.
*p - Wealth is energy-expended passive material in that it is 'optably spendable for (eg) life-style-and-quality expression' -all government thus-far, in fact, having 'indentured its constituency to make it good'.
*q - Regarding 'the factuality of expression-earning employment and time': there can be no 'lifestyle and the quality of life' to speak of without activity of some kind to (a) 'make manifest the substance/material of optable expression' and (b) 'assure optable time for expression'; such assurance, therefore, is itself an element of this passive first domain of life-style-and-quality.
*s - In 'properly evolutionary terms', active energy expenditure predates and precedes passive in that passive grows out of active; they are reversed here to facilitate discussion.
*t - All thus-far government and economy reflects some intuitive, idiomatic or noumenalistic aspect of 'what value means to the individual' which, therefore, has little to do with the 'validity' critical of the organism-whole here. The difference between the two and the supercession of value by validity is developed in Unemployment and Economic Policy.
*u - Dirigiste heurism is that form of government which incorporates 'the discovered phenomenology of the configuration space' (science and mathematics) and 'codifies' that phenomenon of discovery in such a way (government) as to provide for its own heuristic restructuring as a function of the implicit (genetic imperative) 'best well-being and viability of the organism-whole'.
